
Douglas County, NV – Douglas County is undertaking a comprehensive refresh of Title 20 of the County Code, which governs land use, zoning, and development standards. The project, already underway in 2025, will modernize and reorganize the code to make it clearer, easier to navigate, and more consistent with current policies and practices.
Douglas County is launching a series of public surveys and a dedicated webpage to gather input regarding the Title 20 Development Code update. Residents, businesses, and stakeholders are encouraged to participate and share their perspectives. Feedback from the first survey will help guide refinements to the final draft before it is presented to the public for a further comprehensive review and planned for adoption in 2026.

“This update to Title 20 is about more than reorganizing chapters—it’s about creating a development code that is clear, consistent, and accessible for everyone,” said Douglas County Community Development Director Tom Dallaire. “By modernizing the code, we’re making it easier for residents, businesses, and developers to understand the rules that shape Douglas County’s future.”
A Streamlined Structure
The revised Title 20 will consolidate existing regulations into nine parts:
- General Provisions, Definitions, and Measurements
- Growth Management and Transfer of Development Rights
- Zoning Districts, Uses, and Standards
- Tahoe Basin Regulations
- Floodplain Management
- Infrastructure and Improvement Standards
- Applications and Procedures
- Code Enforcement
- Appendices
This structure will replace the current patchwork of zoning and permitting chapters, ensuring a unified and user-friendly code.
