An encroachment permit authorizes construction within a public right-of-way of minor improvements such as driveway connections and utility installations of less than 1,000 linear feet. A site improvement permit is required for work, including grading, trenching, or construction of public or private utilities, drainage structures or roads unless the work is allowed under an existing building or encroachment permit.
