Douglas County Emergency Management Releases Hazard Mitigation Plan Draft, Invites Public Feedback
Midnen, NV – Douglas County Emergency Management is pleased to announce the release of its updated Hazard Mitigation Plan (HMP), a comprehensive five-year strategy to reduce the impacts of natural and man-made disasters on our community’s people, property, and environment. This strategic update outlines actions aimed at minimizing vulnerabilities across the county, supporting a safer and more resilient future for all residents.
The HMP identifies and profiles a wide range of hazards, from natural disasters such as floods, wildfires, and severe storms, to man-made and technological threats, helping Douglas County to address the complex challenges that pose risks to both life and property. This forward-looking plan was developed in close collaboration with local stakeholders, emergency response teams, and other community partners, ensuring that it reflects the specific needs and priorities of our community.

“Disaster preparedness is essential to safeguard our residents, their homes, and our natural environment,” said Douglas County Emergency Management Coordinator Tanner Dye. “This updated plan highlights our commitment to making smart, long-term investments in mitigation that not only protect us today but also build a safer, more resilient county for future generations.”
The plan fulfills Federal Emergency Management Agency (FEMA) requirements, which mandate that local governments maintain an up-to-date Hazard Mitigation Plan to remain eligible for critical mitigation grant funding. By meeting FEMA’s standards, Douglas County remains positioned to apply for grants that support a variety of mitigation initiatives, from infrastructure improvements to advanced early-warning systems and public education campaigns.
While FEMA’s mitigation grant funding is only available for natural disaster projects, Douglas County has proactively expanded the scope of its HMP to include man-made and technological hazards. This broader approach aligns with the County’s long-term planning objectives and reflects its commitment to addressing an evolving range of challenges.
Key objectives of the HMP include:
Risk Identification and Assessment: A thorough analysis of hazards specific to Douglas County, including the frequency, potential impact, and geographic locations most vulnerable to natural and technological hazards.
Strategic Action Planning: A prioritized list of specific actions and initiatives, developed with input from community members and local agencies, that address key vulnerabilities and strengthen our county’s resilience.
Funding and Resource Allocation: Identification of funding opportunities through FEMA and other sources to enable effective mitigation measures and support the execution of priority projects.
